State & Federal Office Status

State City/County Office Type Status & Specific Reason
NY NYC City Offices Returning to Normal Operations. Most offices were closed Monday but are reopening Tuesday morning.
PA Philadelphia City Buildings/Courts Open. Reopening Tuesday after Monday’s total closure; staff on “liberal leave” policy.
PA Statewide PennDOT (DMV) Modified Hours. Most centers reopening; road tests in the Southeast regions may be rescheduled due to ice.
MA Boston Municipal/City Hall OPEN. While schools remain closed, city municipal offices are operating on regular schedules.
MD Baltimore State Offices Liberal Leave. Offices are open, but non-emergency staff may use liberal leave due to lingering road conditions.
FED Northeast Hubs Social Security Open. Most field offices have resumed normal operations; check locally for localized building issues.

Public Library Systems

  • Boston Public Library: Opening Late. All branches will reopen at 12:00 PM today to allow for final snow removal and safe entry for staff.

  • New York Public Library (NYPL): Open. Regular hours have resumed across the system following Monday’s closures.

  • Queens Public Library: Open. All locations are resuming normal Tuesday operating schedules.

  • Philadelphia Free Library: Open. Neighborhood branches are operational; however, specific outdoor programming may be moved indoors.

  • Baltimore County Public Library: Open. Normal operations following Monday’s delayed opening.


Municipal Services & Parking

  • Philadelphia (PA):

    • Trash & Recycling: 2-Day Delay. Collections for the week are pushed back by two days. Monday’s trash will be picked up Wednesday; Tuesday’s trash on Thursday.

    • Parking Ban: The Snow Emergency remains in effect until further notice. Vehicles must stay off designated Snow Emergency Routes.

  • Boston (MA):

    • Trash & Recycling: 1-Day Delay. Citywide collection is running one day behind.

    • Parking Ban: The Snow Emergency and Parking Ban are in effect until 6:00 PM today (Feb 24). Vehicles in discounted garages must be removed within two hours of the ban lifting.

  • New York City (NY):

    • Trash & Recycling: Suspended. Sanitation crews are still focused on “piling and hauling” snow; trash collection is currently on hold.

    • Parking: Alternate Side Parking (ASP) is suspended through today to assist in snow removal.


United States Postal Service (USPS)

  • Regional Mail Delivery: Active but Delayed. Delivery has resumed in major cities, but “last-mile” delays are expected in rural areas of Maine, Massachusetts, and Connecticut where secondary roads remain narrow or unplowed.

  • Service Guarantees: USPS has suspended service guarantees for Priority Mail Express shipments in the Northeast through the end of the day.

  • Post Office Closures: While most major hubs are open, select rural retail offices in Maine and Western Massachusetts may remain closed if they are experiencing ongoing power outages.
